Wow!  I would have never found this on my own.  I think that small, quick change fixed the problem.  Thank you.

Hope you don't mind me jumping in.  I have the same issue and haven't been able to find a fix for it.

I have a static background, no changing background images in a slideshow.  Turning off the slideshow did not fix my issue.

I also have the "automatically pick an accent color from my background" disabled.  I've tried turning it on and off to see if that would fix it.  No such luck.

I have no other programs doing anything with my desktop backgrounds.

the issue seems to come and go.  I've have hours where it's persistent and doesn't stop.  Then it will clear up for a while, then it may or may not return.

Have there been any other causes of it found?
